I'm afraid I don't know enough about the kernel and graphics drivers to
tell.

Thanks for eliminating the pm-utils suspend quirks as a possible cause.
If "sudo systemctl suspend" by itself works, then we need to find out
what the K menu does differently. I suppose what it does is to enable
the screen lock, thus some graphical actions, before it requests
suspend. As your system suffers from these long hangs in the graphics
driver in these cases, it's plausible that the suspend attempt gets
aborted by the kernel due to that. But I'm afraid this needs the
expercise of  the kernel/DRI/Xorg developers.

Bug description:
  I recently upgraded from Kubuntu 15.04 to Kubuntu 15.10 and I've
  noticed this failure: when going through the graphical K Menu > Logout
  > Sleep or K Menu > Logout > Hibernate, the computer seems to do the
  corresponding operation fine, but some seconds later the computer
  powers on by itself, undoing the previous order to sleep or hibernate.
  A sample of the corresponding log messages stored in the file

  As a workaround, I'm using the command "sudo pm-hibernate" in a
  terminal to hibernate the computer and this works fine, but I would
  prefer to use the graphical options.
