  devel: consider shortening package name (only) to remove the .0

Status in linux package in Ubuntu:
  Triaged

Bug description:
  We get a lot of confused people about why we have .0 in the package
  names and package versions.  Consider ripping it out of the package
  version and replacing that .0 with the real version in the package.
  Less confusing.
