The problem was caused by adding `uvesafb mode_option=1280x1024-32 mtrr=3 scroll=ywrap` to /etc/initramfs-tools/modules
I added this line to try fixing high tty resolution after installing nvidia driver but it broke hibernation.

Now I add GRUB_CMDLINE_LINUX_DEFAULT="nomodeset
video=uvesafb:mode_option=1280x1024-32,mtrr=3,scroll=ywrap" to grub cfg
file to fix tty resolution. It fixes tty low resolution problem and
doesn't break hibernation. The grub resolution is still low though. The
grub resolution is fine with the same cfg for my 14.04 installation.

  Xubuntu 16.04 fails to hibernate

Status in linux package in Ubuntu:
  Incomplete

Bug description:
  Xubuntu 16.04(15, Nov daily build) fails to hibernate. Tried both
  swsusp and uswsusp. It hangs at snapshotting system stage. I can
  successfully hibernate the same computer in Xubuntu 14.04(kernel
  3.13/16/19 and mainline 4.2.3), the only difference is the two OSes
  are installed on two different hard drives, 14.04 uses ext4 as / and
  16.04 uses btrfs as /, if all that matters.

  Please let me know if I need to provide more info.
