[Bug 1518418] [NEW] devices need governor tuning for best performance

as well as some investigation by tvoss
devices need to be tuned to utililze the interactive governor; available method employed by android/apple is to switch to interactive when the device is picked up (sensor) or screen is unblanked
this actually applies to all devices, but i could only find/link our
reference device projects.
