Title:
  ctrl-alt-f1 has no effect

Status in linux package in Ubuntu:
  Confirmed

Bug description:
  I am working in a stable install of Ubuntu 15.10.  Everything seems to
  be working fine but I needed to install nvidia drivers.  When I
  attempt to drop to terminal, as X must be off before I can do the
  install, I used ctrl-alt-f1 but nothing happens.

  I have rebooted multiple times and updated but this has had no effect.
  If I kill X manually I am dropped to something that looks like the
  boot-up sequence and can not type.  I can use ctrl-alt-delete to
  reboot once I am there but nothing else seems to work.

  ctrl-alt-f1 works fine on my Ubuntu 15.04 macbook but does not work on
  my desktop PC running 15.10.

  Expected Results:
  ctrl-alt-f1 should drop me into a terminal where I can login.

  Actual Results:
  ctrl-alt-f1 does nothing, and system continues to operate in normal unity mode.
