  [REGRESSION] all web video playback is systematically slightly
  accelerated

Bug description:
  Since some recent update of whoknows what package, ALL video playback
  on the internet (e.g. Youtube, Vimeo) is systematically slightly
  accelerated. You can notice it because the current time display
  increments at higher speed than normal (i.e. a second every a bit less
  than a second), and because the pitch of audio is higher.

  This is 100% systematic, all the time, reboot doesn't fix the issue.
  So this is something different than #1051202
