[Bug 1523627] [NEW] Powerpc-utils and powerpc-ibm-utils is confusing

Public bug reported:

On Ubuntu users for the ppc64el architecture, I always see they
installing powerpc-utils when they want to install powerpc-ibm-utils.

I want to start a discussion here on how to handle it. I am wondering if
it still make sense to have both package..

Other than that, I would like to have the powerpc-ibm-utils tool added
in the default installation ISO for ppc64el. How should we proceed with
it?
