  On a Ubuntu14.04.4 lpar, kdump service fails to start:

  Steps to recreate:
  -------------------------
  1. Install a PowerVM lpar with Ubuntu14.04.4 
  2. Install kdump and other dependent required packages.
  3. Start kdump service
