I cannot upgrade my production platform to a development release.
However, I can download the latest beta liveCD of 13.10 and boot into that
and conduct the test.
Would that be ok?

Incomplete
Bug description:
With disk utility, I create an encrypted USB2 flash drive.
When I plug the drive into a USB2 socket, it can take up to 10 seconds
for the password window to display.
Ten seconds may not sound like much, but this process is usually near
instantaneous.
A 16GB Kingston Data Traveler, also encrypted, works fine.
This is my first Lexar and first 32GB size for a flash drive.
