I cherry-picked the first 5 patches from linux-next, but I'm not having
much luck scraping 6 and 7 from marc.info.

  Backport the below upstream "powernv-cpufreq" bug fixes to ubuntu
  16.04:

  The below listed patchset is accepted upstream and is in linux-next.

  1) 86622cb8c57abb05fe95bea3a068949c0ca79fc3 cpufreq: powernv: Free 'chips' on module exit
  2) 6d167a44e6c8da3316e037b788585fcf96112bea  cpufreq: powernv: Hot-plug safe the kworker thread
  3) 96c4726f01cdbf53acf74cf2394e287d74bf40a3 cpufreq: powernv: Remove cpu_to_chip_id() from hot-path
  4) 0306e481d479a58eff17c27adf213fbb5822946b cpufreq: powernv/tracing: Add powernv_throttle tracepoint
  5)c89f2682a39192433c296bf97b834fd2815a758b cpufreq: powernv: Replace pr_info with trace print for throttle event

  1) Fixes a memory leak
  2) Makes the worker thread hot-plug safe which is scheduled on an OCC event.
  3) Fixes the below bug which cause 4% cpu overhead by powernv_cpufreq_throttle_check() function.
