Yes, it is present. I've checked it with the live saucy iso of today.
Two things I can make more precise about the bug:
1. If the wireless network card and the bluetooth adapter are turned on when the computer starts, both of them are turned off and cannot be turned on again. Even under Windows 7 they cannot be turned on. The only way to do so, is through the BIOS and restoring the default settings.
2. If the the card and the adapter are turned off during boot time, the wireless card (and not the adapter) can be turned on in this case.

Bug description:
This is it. It just does not work. It is turnt on.
I've tried to switch it on through the "Bluetooth" module in System Settings but when you click the "On" button, it automatically changes to "Off" in a second.
The bug does not exist in 12.04, 12.10 and 13.04.
