Title:
[regression]: Failed to call clock_adjtime(): Invalid argument

Status in linux package in Ubuntu:
  Fix Released
Status in linux source package in Xenial:
  Fix Released

Bug description:
  Steps to reproduce:

  1) Force a time delta
  date -s "now - 1 hour"
  2) Restart systemd-timesyncd to have it fix the time
  systemctl restart systemd-timesyncd

  Expected behavior:

The clock should be back in sync.

  Actual (problematic) behavior:

The clock stays out of sync because the call to clock_adjtime()
  failed.
