The Ubuntu Fan package is currently available in Universe for Trusty,
Vivid, Wily, and Xenial.

Additionally, with 16.04 Snappy Ubuntu Core is supposed to be fully
supported ... we had a request to always include ubuntu-fan in the
snappy images for container networking, so ubuntu-fan needs be moved
to main
[Quality assurance]
The kernel team has ubuntu-fan smoke tests integrated into their routine kernel test suite which gets run for every kernel upload. The kernel team will own any issues with this package.
