X stops responding to input on power saving mode

Bug description:
Once my session has been locked and the screen off, Xserver stops responding to input ( I can still move the cursor). I can re-activate it by typing in a tty "xset dpms force on".
If I just lock the screen all works fine.
If I just turn off the monitor (xset dpms force off) all works fine.
The same system (kubuntu 16.04 64bit) on different hardware (nvidia)
has no problem.
The issue does NOT occur when running this kernel:
