You need to be looking here:

Based on my prior communication with Intel, anything they consider
stable enough for general use gets pushed there. The repository you
pointed at is more for development purposes.

Bug description:
  Linux firmware git has these new firware revisions that are supported
  by the drivers shipped in Ubuntu (and it actually tries to load them):

  Adding iwlwifi-8000C-19.ucode works as expected:

  19.313137.0 op_mode iwlmvm

  So, please include these new revisions in the Ubuntu package (for
  xenial too).
