This is reported against an old version of Ubuntu and many things has
changed since then. Because of that we won't fix this issue however if
this behavior repeats on a modern version please fill a bug report
against it and we will take it from there.

  bluez KDE tray application does not start automatically

Bug description:
  Binary package hint: bluez

  I am using the 'omnibook' kernel module to use the internal Bluetooth
  module on my Toshiba U300. It worked great in 10.10, but in 11.04
  alpha 2 I have no bluetooth tray icon until I manually run "sudo
  service bluetooth restart". I will hazard a guess that the omnibook
  kernel module is loading AFTER /etc/init.d/bluetooth is run.
