[Bug 1582754] [NEW] Bluetooth doesn't work at all

bluetoothd prints errors to syslog while system start up
When I trying to scan devices or do anything via hciconfig/hcitool kernel prints errors like "Bluetooth: hci0 command 0x0401 tx timeout"
