[Bug 1276267] Re: Bluetooth works, but System Settings can't turn it on
This is reported against an old version of Ubuntu and many things has
changed since then. Because of that we won't fix this issue however if
this behavior repeats on a modern version please fill a bug report
against it and we will take it from there.

Ubuntu 13.10
1. Open System Settings > Bluetooth.
2. If Bluetooth is off, at a terminal, turn it on using "sudo hciconfig hci0 up".
3. At a terminal, "bluez-test-adapter list | grep Powered"
4. Turn off Bluetooth.
5. At a terminal, "bluez-test-adapter list | grep Powered"
6. Turn on Bluetooth.
7. At a terminal, "bluez-test-adapter list | grep Powered"
What happens:
3. Powered = 1
5. Powered = 0
7. Powered = 0
What should happen:
7. Powered = 1
This does not happen on every machine, but it's reproducible on mine.
