It is anoying while working with vlans and changing networks.

Bug description:
  it seems that ubuntu-fan is causing issues with network configuration.

  On 16.04 daily image:

  root@localhost:~# snappy list

  I see this when I'm activating a wifi card on a raspberry pi 2.
