[Bug 1585408] [NEW] Broadcom STA driver monitor mode freezes system

Public bug reported:

Per the instructions for activating an interface for use in monitor mode
provided by broadcom
(http://www.broadcom.com/docs/linux_sta/README_6.30.223.271.txt), I
execute:

echo 1 > /proc/brcm_monitor0

Nothing happens, and if I execute it with sudo privileges, the entire
system freezes. Thus, I am unable to activate the prism0 monitor mode
interface.

Research shows that this issue occurs beginning in ubuntu 13.10, but
other sources indicate it has since been patched. I am currently running
16.04 on a mac (version 10.1, Retina MBP mid 2012) with a BCM4331
network card.
