[Bug 1591044] [NEW] Thunderbolt hotplug causes system hang

Hotplugging either Apple's USB-C thunderbolt -> HDMI adapter or Dell's
TB15 Thunderbolt cause a system panic. This is fixed upstream in v4.6.0
