  Excessive power management makes HDD tickling when idle

Bug description:
  When the laptop is idle the HDD makes tickling noises every 5 or 10
  seconds, this is  an excessive power down management issue, the
  toshiba HDD is brand new and reports full health under SMART and it
  passes all tests
