No, 3.12-rc3 with acpi-cpufreq/ondemand doesn't have a problem switching
frequencies. I booted with intel_pstate=disabled just to be absolutely
sure. Although the files in  /sys/devices/system/cpu/cpu0/cpufreq
indicate that acpi-cpufreq is being used, turbostat's output make it
look like intel_pstate is running (those aren't frequencies that acpi-
cpufreq advertises!):

As I stated in the original description, running Saucy under 3.12-rc3
has a different problem from 3.11 - instead of being stuck at a
particular (low) frequency, it tends to run the cpus at high
frequencies. The power usage on my laptop with 3.11 using intel pstate
is around 18W - with 3.12 it is around 35W. I suspect that this is
compiz's fault, though - 'top' shows that it jumps between 20% and 250%
cpu running under 3.12-rc3. Moving windows around is noticeably
'jerkier' under 3.12-rc3, and this is when I see the highest cpu usage
from compiz.

Bug description:
  I notice that turbostat shows all cpus stuck at the minimum 800MHz
  (see attached log) on my system, even after rebooting twice. I used
  "stress --cpu 8" to confirm that the frequencies remained at 800MHz
  even under load.

  It looks like the system is using the acpi-cpufreq driver with the
  ondemand governor (has the default been changed so it does not use
  intel p-state, as per
  https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1188647?).

  
  Edit: See comment #1 below - it looks like I can manually change the cpu freq, but the governor cannot. Also, switching to use intel pstate fixes the problem.

  
  The only unusual thing I had done prior to this was to boot into the weekly build of 3.12-rc3 just prior (this kernel kept the frequencies rather high, typically over 2GHz, ie using a lot more power than usual, so I rebooted back into the standard kernel).
