13.10 kernels (3.11.x) Fail to light up certain intel backlights

Status in “linux” package in Ubuntu:

Bug description:
Bug has been ongoing since 3.10-rc6

Certain UEFI laptops incorrectly report their BPP on their display,
  causing kernel modesetting to fail

  Full details see:
  https://bugzilla.kernel.org/show_bug.cgi?id=59841

Developers have refused to quirk the regression, causing no display on
a a large number of systems.
