13.10 shutdown on Acer 3050 laptop doesn't work

Bug description:
After doing an update to Ubuntu 13.04, the laptop wwould go thru the
motions of shutting down but would NOT complete the shutdown. The
drive light continues to flicker and the 2 status lights on the front
of the laptop remain lit. I tried to correct this issue by installing
Ubuntu 13.10 from a DVD over the existing Ubuntu 13.04. This was
before I saw all the problems showing up with the release. It
installed but had some options that had to be corrected. The machine
still will not after getting several updates since. This machine is
set up as a dual-boot with Windows Vista. The Windows side shutsdown
without any issues. This shutdown problem affects the lptop and not
my Zotac desktop machine. It appears to be a problem in the shutdown
of laptops and not desktop machines.
The only way I can shut it down or reboot the machine is to HARD
Shutdown the machine and then press the POWER button to start it back
up.
