Thanks for the update.  Could you also test the v3.8 final kernel:
http://kernel.ubuntu.com/~kernel-ppa/mainline/v3.8-raring/

Our goal is to identify the last good working kernel and the first bad
kernel.  Then we can bisect between these two versions.

Bug description:
  It appears that the mouse middle wheel is not working on Ubuntu 13.10.
  This used to work on past distributions but something seems to have
  regressed it in Ubuntu 13.10. Please triage and fix the problem.
