  045e:071d External mouse horizontal scrolling no longer works

Bug description:
  Using a microsoft 7000 wireless desktop mouse (ID 045e:071d) -- the
  mouse has a 4 way scroll wheel; worked perfect in 11.10 but with 12.04
  beta2 the horizontal scroll now is seen as normal up/down scrolling
  instead of left/right.
