Per the above suggestion in the bug page, testing kernel v3.8-raring shows the same behavior.
Furthermore, the hid_hyperv kernel module is not present at all for this version, as searched on the entire file-system which shows it only for the default v3.11 kernel.

Bug description:
  It appears that the mouse middle wheel is not working on Ubuntu 13.10.
  This used to work on past distributions but something seems to have
  regressed it in Ubuntu 13.10. Please triage and fix the problem.
