jacob, thank you for your comment. So your hardware and problem may be tracked, could you please file a new report with Ubuntu by executing the following in a terminal while booted into a Ubuntu repository kernel (not a mainline one) via:
ubuntu-bug linux

  linux-image-3.5.0-22-generic and linux-image-3.5.0-23-generic are
  causing video display problems on hp elitebook 8470w with ATI/AMD
  FirePro M2000 graphics card.

  The system is unusable after this kernel upgrade - the display is flickering right after plymouth starts. Console is also not usable. However, the system works fine when I disable plymouth (delete "gfxmode $linux_gfx_mode" from grub config).
  linux-image-3.5.0-21-generic and earlier kernels are working fine.
  Using Ubuntu 12.10.

  Upstream 3.8 kernel also has this bug.

  WORKAROUND: Use fglrx driver.
