As Quantal is about to EOL, and this bug does not happen in later releases.
Confirmed with Ara, I will close this bug.

Bug description:
  CID: 201202-10511 Dell Inspiron 5420

  The Bluetooth indicator disappears after suspend / hibernate.
  Connected Bluetooth device will stop working.
  Press the wireless key twice to bring down and up wireless device will get it back.

  Message from bluetooth-applet with a connected bluetooth device after
  suspend:
