Hi,
On further observation:

The bios time is being set to UT or GMT.

The system time on bootup is being set to IST.

So, would this be a bug or would it depend on some system setting? I am new
to linux/ubuntu, however, I have sufficient exp in software dev. to follow
instructions.

Bug description:
  Using 13.10 on HP Pavilion dv4-1225dx. (Did not face this problem in
  13.04)

  Steps to check/reproduce the problem.

  1) Cold Start
  2) Go to Bios setup
  3) Check/Set system time 13:18 (correct)
  4) Exit Bios Continue startup
  5) Ubuntu starts, see login screen
  6) Note time is 6:48pm (WRONG)
