I have reproduced the bug on hyper-v2008 r2 version,but on the hyper-v2012 version,the mouse middle wheel worked well.So the bug caused by the hyper-v version.The details below:

On hyper-v 2008 r2

vnc:normal
hyper-v manager:just as the bug described

On hyper-v 2012

vnc:Normal
hyper-v manager:normal

  Fix Released

Bug description:
  It appears that the mouse middle wheel is not working on Ubuntu 13.10.
  This used to work on past distributions but something seems to have
  regressed it in Ubuntu 13.10. Please triage and fix the problem.
