CoolGuru, thank you for your comment. So your hardware and problem may be tracked, could you please file a new report with Ubuntu by executing the following in a terminal while booted into a Ubuntu repository kernel (not a mainline one) via:
ubuntu-bug linux

  [HP nc8430] Laptop is hotter with Ubuntu installed

Bug description:
  My laptop (HP nc8430, Core 2 Duo 2 GHz, ATI x1600) is very hot with
  Ubuntu 7.04 installed. If I boot Windows, the CPU temperature is
  normal but in Feisty it gets over 80 degrees Celsium and I have
  frequency scaling enabled and fans turned on all the time.
