#1311070, namely that the IP injection scripts are not working properly.

Bug description:
Netmask is not set correctly by hv_set_ifconfig of Ubuntu 13.10
during Failover and Test-Failover.
hv_set_ifconfig is not parsing the /var/lib/hyperv/ifcfg-ethX file
correctly and ignoring the netmask field.
