  utopic .iso 20140813 boots to wallpaper no panels

  Fix Committed

Bug description:
  zsync'd utopic today, booted and all that appears is wallpaper.   No panels, no icons, no applets, nothing.
  Ctrl-Alt-F1 did ubuntu-bug linux, 
  Copied /tmp/apport* to a partition on the hard drive
  then did:
  ubuntu-bug apport*
  to report this bug.
