  Cloud tools are missing in precise

Bug description:
  I'd like to have the hv_kvp_daemon on a bunch of 12.04 boxes. I'm
  having issues getting IP injection to work (from a HyperV host to an
  Ubuntu guest) with the stock 12.04 kernel and the backported hv
  modules. I can get it to work on a 14.04 vm, but we can't update our
  infrastructure to 14.04 just yet. I would like to use the backported
  trusty kernels (3.13), but I can't find the hv_kvp_daemon. It is in
  the kernel sources, but not in any package available in precise. I
  think the issue is that it was split out from linux-tools where it was
  in precise into the linux-cloud-tools package, and nobody backported
  that package. I can probably try building it myself, but I need it to
  keep up to date with kernel updates.
