[Bug 1251401] [NEW] Raring LTS backport kernel breaks dhcp when bringing ethernet device up

Following the instructions here: https://juju.ubuntu.com/docs/config-
local.html to install juju-local to use the local provider for juju, I
installed the Raring backport packages onto my 12.04.3 LTS system
(linux-image-generic-lts-raring linux-headers-generic-lts-raring)

On completion of the package installation, I rebooted and discovered the
system had no IP address.

Looking at the syslog and everything seems fine:

however, even though the eth0 device is configured to come up
automatically and grab a dhcp address, it does NOT come up and grab the
address.

After a boot, if I do an ifconfig, I only see the loopback device:

if I do an ifconfig -a, it shows that eth0 is not configured:

if I do "sudo ifup eth0" I get a warning that eth0 is already configured
bladernr@deployer:~$ sudo ifup eth0
ifup: interface eth0 already configured

The ONLY way I can recover my ethernet device is to manually assign it
an IP address and the manually add  a default gateway so I can
communicate outside the laptop.

Once I've manually added the IP and gateway, I can get out and actually
work again.

This is 12.04.3 Server on a Thinkpad x201 with an Intel 82577LM gigabit
NIC onboard.
