Title:
[Radeon HD 6850 DPM Bug] Utopic 14.10 Cannot Boot

Status in “linux” package in Ubuntu:
  Confirmed

Bug description:
There is a bug inside the 3.16 kernel shipping with Ubuntu 14.10 which
causes my Radeon HD 6850 machine to be unable to boot unless
radeon.dpm=0 is passed to the kernel command line. This can't be done
with the ISO so the only way to install Ubuntu 14.10 on these machines
are to use the network install option. Linux 3.17 is also affected by
  the same bug.
