[Bug 1386790] Re: [Gigabyte G31M-ES2L] Kernel panic CPU1 did not get callout

Tested with upstream kernel vmlinuz-3.18.0-031800rc2-generic. The
problem of an off-line CPU remains:

$ lscpu
Architecture:          x86_64
CPU op-mode(s):        32-bit, 64-bit
Byte Order:            Little Endian
CPU(s):                2
On-line CPU(s) list:   0
Off-line CPU(s) list:  1
Thread(s) per core:    1
Core(s) per socket:    1
Socket(s):             1
NUMA node(s):          1
Vendor ID:             GenuineIntel
CPU family:            6
Model:                 23
Stepping:              10
CPU MHz:               3200.000
BogoMIPS:              6399.96
Virtualization:        VT-x
L1d cache:             32K
L1i cache:             32K
L2 cache:              2048K
NUMA node0 CPU(s):     0

But the reason seems to be somewhat different, altho it is still
question of a cpu which does not respond (in time):

$ dmesg | grep -i smp

[ 10.104102] smpboot: Total of 1 processors activated (6399.96 BogoMIPS)

I have done this boot 3 times and the result is consistent. Recall thatI
have to have devices connected to an external USB hub to provoke the
error.

Title:
  [Gigabyte G31M-ES2L] Kernel panic CPU1 did not get callout

Status in “linux” package in Ubuntu:
  Incomplete

Bug description:
  When booting with a D-Link USB hub connected, the boot process "finds"
  only one core of my dual-core CPU:

  $ dmesg | grep -i smp
  [    0.000000] Linux version 3.13.0-37-generic (buildd@kapok) (gcc version 4.8.2 (Ubuntu 4.8.2-19ubuntu1) ) #64-Ubuntu SMP Mon Sep 22 21:28:38 UTC 2014 (Ubuntu 3.13.0-37.64-generic 3.13.11.7)

  [ 0.124000] Kernel panic - not syncing: smp_callin: CPU1 started up but did not get a callout!

  With the USB hub unplugged, the boot always "finds" the CPU:

  $ dmesg | grep -i smp
  [    0.000000] Linux version 3.13.0-37-generic (buildd@kapok) (gcc version 4.8.2 (Ubuntu 4.8.2-19ubuntu1) ) #64-Ubuntu SMP Mon Sep 22 21:28:38 UTC 2014 (Ubuntu 3.13.0-37.64-generic 3.13.11.7)

  [ 0.000000] Using ACPI (MADT) for SMP configuration information
  [    0.000000] smpboot: Allowing 4 CPUs, 2 hotplug CPUs
  [    0.010389] Freeing SMP alternatives memory: 32K (ffffffff81e6e000 - ffffffff81e76000)

  [    0.064000] x86: Booting SMP configuration:
  [ 0.074763] smpboot: Total of 2 processors activated (12799.47 BogoMIPS)

  Why does a CPu not respond quickly enough because of a hub? Or is it
  Linux which is too hasty? Or something else? In any case, it is
  bothersome not to be able to use the USB hub.

  I am using Ubuntu 14.04.1 LTS with KDE, aka Kubuntu.
