Title:
  power management settings do not affect login screen

Status in “linux” package in Ubuntu:

Bug description:
  I have used the System Settings - Energy Saving panel to:
   * enable Screen Energy Saving after 10 min,
   * disable Suspend Session completely
   * disable Button events handling
   * disable Run Script

  I have also tried changing /etc/systemd/logind.conf as follows:
  HandlePowerKey=ignore
  HandleSuspendKey=ignore
  HandleHibernateKey=ignore
  HandleLidSwitch=ignore
  IdleAction=ignore

  I have also tried creating a file, /etc/polkit-1/localauthority/50-local.d/com.ubuntu.disable-suspend.pkla in an attempt to turn off suspending:

  No matter what I try, the system will suspend after about 1 minute
  after a reboot. There seems to be no way to tell the system to NOT
  suspend. At least, I think it's suspending, maybe it's hibernating,
  but I can't be sure.

  This is a desktop workstation, and I don't want it to suspend or
  hibernate, ever. I want it to be up and running so that I can access
  it remotely when needed.
