I tweaked specctra.cpp's


const char* OUTPUTFORMATTER::GetQuoteChar( const char* wrapee, const 
char* quote_char )


with the goal of fixing this. 

The specctra spec could have used more clarity on quoting. So we'll 
happily negotiate compatibility.
