If you want them I've built a mostly IEC-compliant symbol library for eeschema... as for packages I've done them using IPC guidelines (which are not adequate for everyone... for example our assembly DEMANDS bigger pads for SOT-23 than the IPC specified ones)
The only thing is they're optimized for the ISO font (which is narrower) but nothing too serious...

That's exactly what happened with my test schematics for the netlist problem.
