Thank you for the feedback. It should compile now. I am working on it 
now to hopefully finish it up today.

The layer colors and visibility seem to work.

But more work is needed here:

a) the layer switching
b) "visible elements" (Rendering) tab and initial color establishment.
c) need to add tech layers to "Layer" tab
d) Save configuration, which I was thinking of putting in the popup menu.
