If you do decide to aim for a minimum resolution please consider designing a more flexible GUI with scrollable dialogs and collapsable elements so the program can still be used by us who prefer to be mobile. It sounds arcane to design a program/GUI for a specific resolution.
It seems silly to criticize those that would be working for you for free. Guess what, I won't do that for you.
