From a user experience perspective I think this would be positive.
From a code design and structure, it could be awkward, uncomfortable,
and potentially difficult to maintain.Imagine that you know your neighbor is having a yard sale, and you take it upon yourself to search his basement for goods and then post a sign out front listing all the items for sale. Then you decide to do that for every neighbor in the neighborhood. The intrusion into the basements is the awkward part.
It would be good if the neighbors could control what was for sale and then advertise that in a single data gathering repository, sort of like a newspaper. But only each household has to know his own basement.
We can assume, but you haven't said explicitly where and when the tooltips (with hotkeys) would be displayed.
An equally helpful aid for me (as a user) would be an *easy* way to print out a hotkey cheat sheet onto paper.
