Makes it sound like we could be struggling with end of lines until 
project specific bzr rules are in place.  What do we do until then?


This is disappointing.


What is the BZR_HOME environment variable, and if we were to force it to 
the <testing> branch root in order to point to

<testing>/.bazaar/rules

would this break bzr?
