I should have been more clear. This would only apply to files that are
opened for editing or viewing by Kicad apps, .brd, .sch, .gbr etc. In
this case reopening the same file doesn't make a lot of sense. It would
not change for files that are opened for import or any other purpose.
In this case the behavior would remain as is which is typically the last
file that was imported.
