Just like those crappy copper laminates that you can't solder anything on.
What version of pcbnew are you using? I'm using the pcbnew shipped with
Fedora (BZR2366), and I cannot reproduce the problem. No matter what I
do, the pad never comes off the part in the board editor (I probably
would have thrown several things out the window if it did).
