Kicad dictionnaries are built with a tool named PoEdit.
You must install PoEdit (very easy) and download kicad sources (from testing branch on Launchpad)
Sources do not need changes, but they are needed by PoEdit to find original strings to translate
Dictionnaries are in a specific branch. see
http://bazaar.launchpad.net/~kicad-developers/kicad/doc/files
In internat/it you can find 2 old files (*.po and *.mo) that can be a starting point for you.
