Actually, I think it is this way on Linux already...
In Linux (debian-based) there are 3 packages, which probably have some dependencies. The new libs developed by Wayne, Dick and others will probably take care of the Library package. If I understood correctly, libraries can be updated automatically and whenever you want (based on a bzr kind of update system).
